Answers to a few FAQs:
(1) HRB meets from 4pm to ~6pm, on the first Tuesday of the month, at the community center.  Occasionally some discussion is conducted by email between meetings.
(2) HRB has seven members — six serve staggered 2 year terms.  The University has the option of choosing the 7th member, who serves a 1 year term.  The University has agreed to let this be the resident who places 4th in the election.  Consequently 4 of the 7 seats are open for election each year.
